The poor overworked, browbeaten, henpecked Dagwood Bumstead… was to become the classic example of the downtrodden male, bolstering his wounded ego with his notorious sky-high sandwiches, yet still helpless against the machinations of his implacable wife. An object of contempt to his spouse, his offspring, his employer, and even his dog Daisy… and somehow his family and their relationships have become something of a national ideal. The correspondence between his lifestyle and that of his actual counterparts among the breadwinners of the United States is difficult to define explicitly, but it seems unfortunate at best that the most popular representation of the person who is at once the backbone of the family and the economy should be as a helpless buffoon.

Amerika… een gratis Donald Duck die op een herfstdag opeens in de bus viel, en waarbij duizend horloges – omgerekend naar de huidige jeugdeconomie: duizend iPads – werden verloot. En dan de inhoud van het nummer: ‘Donald Duck als schoolmeester’, de neefjes wagen het zelfs om een ijsje op het hoofd van hun vermoeide oom uit te drukken! Zomaar een ijsje kapotduwen!

Aan de daad gaat het woord vooraf. In het voorwoord van de Engelse vertaling van How To Read Donald Duck -- volgens John Berger ‘a handbook of de-colonisation’ -- schreven de auteurs Dorfman en Mattelart in 1975:
To say that this book was burnt in Chile should not come as a surprise to anyone. Hundreds of books were destroyed, and thousands more prohibited and censored.
Wat dat betreft was zowel de boekverbranding onder het fascistisch regime van Pinochet als de steun van Washington voor het om zeep helpen van de Chileense democratie inderdaad niets bijzonders. Wat wel opmerkelijk was, is het feit dat een geillustreerd boek over de ideologische lading achter Walt Disney’s werk gecensureerd werd door een Zuid-Amerikaanse militaire junta. Kennelijk hadden de auteurs een gevoelige zenuw geraakt. How to Read Donald Duck verscheen in 1971, op het moment dat onder leiding van de toenmalige Nationale Veiligheidsadviseur Henry Kissinger in het geheim ‘een strategie van destabilisatie, ontvoering en moord,’ werd ontwikkeld ‘met het doel een militaire staatsgreep uit te lokken,’ waarbij het democratisch gekozen bewind van president Allende met geweld uit de weg zou worden geruimd, zo blijkt uit vrijgekomen ‘sanetized’ Amerikaanse documenten. Hoewel het een universeel recht is dat autonome staten hun eigen beleid bepalen, instigeerde de Amerikaanse president Nixon een economische boycott nadat de regering Allende de kopermijnen had genationaliseerd. Toen bleek dat Nixon’s opdracht ‘make the economy scream’ niet onmiddellijk het gewenste resultaat had, adviseerde Kissinger de Chileense democratie via een staatsgreep om zeep te werpen, aangezien in de woorden van Kissinger, the issues are much too important for the Chilean voters to be left to decide for themselves.’ En zo vond op 11 september 1973, de dag dat de Senaat Kissinger’s benoeming als minister van Buitenlandse Zaken goedkeurde, in Chili een militaire staatsgreep plaats. 


Omdat hier net als in het geval van onder andere Iran in 1953, Guatemala in ’54, Kongo in 1961, etc. sprake was van een grove schending van de internationale rechtsorde verklaarde minister Kissinger tegenover de Senaatscommissie voor Buitenlandse Betrekkingen dat de Amerikaanse regering geen enkele rol had gespeeld in die militaire coup. Maar op zijn beurt beschreef de Amerikaanse marineattaché in Chili, Patrick Ryan, in een intern rapport de dag van de staatsgreep, als ‘onze D-day’ om vervolgens in krom Frans te concluderen dat ‘Chili’s coup de etat (sic) bijna perfect’ was. Onmiddellijk nadat de wettige en democratisch gekozen regering van Chili was uitgeschakeld, kreeg het militaire regime aanzienlijke economische en militaire steun van de VS. Dat in Chili intussen op grote schaal de mensenrechten ernstig werden geschonden, speelde daarbij geen enkele rol. Integendeel, zo valt te lezen in een in 1999 vrijgegeven Amerikaans memorandum, waarin een gesprek tussen Kissinger en juntaleider Pinochet te lezen is. Het onderhoud vond plaats op 8 juni 1976, op de dag dat Henry Kissinger een toespraak zou houden voor de Organisatie van Amerikaanse Staten over het onderwerp mensenrechten. Gedwongen door de publieke opinie en het Congres moest hij als Amerikaanse minister van Buitenlandse Zaken in het openbaar enkele kritische opmerkingen maken over de massale martelingen en verdwijningen van politieke tegenstanders in Chili, onder wie zelfs enkele progressieve Amerikaanse burgers. Voorafgaand aan dit optreden zei Kissinger in een gesprek onder vier ogen  tegen de despoot Pinochet:

De toespraak is niet tegen Chili gericht. Dat wilde ik u zeggen. Naar mijn oordeel bent u een slachtoffer van alle linkse groeperingen ter wereld en bestaat uw grootste zonde erin dat u een regering omver hebt geworpen die bezig was communistisch te worden… We hebben de omverwerping van de pro-communistische regering hier met instemming begroet. We zijn er niet op uit uw positie te verzwakken… Ik wil graag onze betrekkingen en vriendschap bevorderen.’

Desondanks de Amerikaanse steun aan geweld en onderdrukking blijven de westerse opiniemakers van de mainstream een ‘geheime liefde’ koesteren voor het ‘droomland’ van hun jeugd, waar ‘de neefjes het [wagen] zelfs om een ijsje op het hoofd van hun vermoeide oom uit te drukken!



‘Zomaar een ijsje kapotduwen’ was inderdaad een ongehoorde daad in de polder van de jaren vijftig, maar lang niet zo ongehoord als de Amerikaanse terreur in de rest van de wereld waar autonome staten een zelfstandige koers probeerden uit te stippelen. Een terreur die door het Europa van de NAVO al sinds de oprichting van dit bondgenootschap in 1949 gehoorzaam werd gesteund. En nog steeds wordt gesteund ondanks het feit dat de VS weigert lid te worden van het in 2002 opgerichte International Criminal Court, a permanent tribunal to prosecute individuals for genocide, crimes against humanity, war crimes, and the crime of aggression (although it cannot, until at least 2017, exercise jurisdiction over the crime of aggression).’  De redenen van die weigering zijn voor de hand liggend, de VS zou dan zijn buitenlandse politiek fundamenteel moeten herzien en zou niet langer meer straffeloos overal op aarde geweldadig kunnen ingrijpen om de eigen belangen veilig te stellen. Een juridisch argument dat Henry Kissinger voor die weigering aanvoerde was dat het ICC de ‘sovereign immunity’ teniet doet, evenals ‘the sacrosanct nature of national frontiers,’ die de VS zelf permanent schendt, maar dat onmogelijk zou worden zodra de ICC de bevoegdheid krijgt ‘to submit international politics to judicial procedures.’ De van oorlogsmisdaden beschuldigde  Henry Kissinger stelde dat door de oprichting van het International Criminal Court The danger lies in pushing the effort to extremes that risk substituting the tyranny of judges for that of governments; historically, the dictatorship of the virtuous has often led to inquisitions and even witch-hunts.’ En een dergelijke juridische ‘tiranny’ of zelfs ‘witch-hunts,’ zoals die kennelijk tijdens de nazi-processen in Neurenberg plaatsvonden, moeten zich niet herhalen volgens Kissinger, die als joodse Duitser de nazi’s moest ontvluchten. Het door de Amerikaanse strijdkrachten liquideren van ontelbare Aziaten, Afrikanen en Latijns Amerikaanse burgers is kennelijk iets fundamenteel anders dan het vermoorden van joodse burgers. Kissinger is tegenstander van ‘The doctrine of universal jurisdiction,’  die ‘asserts that some crimes are so heinous that their perpetrators should not escape justice by invoking doctrines of sovereign immunity or the sacrosanct nature of national frontiers.’  Het gevolg van de Amerikaanse weigering om zich bij het internationaal recht neer te leggen leidt tot ‘the doctrine of universal self-interest as a justifiable sovereign disposition (even as it is used by Kissinger and others to justify attacks against universal jurisdiction)’  en die leerstelling ‘is grounded in some of the worst aspects of Western political philosophy,’ zoals het westerse imperialisme en het nationaal socialisme hebben aangetoond.


Die geschiedenis wordt door de mainstream nagenoeg altijd verzwegen en zeker niet in een actuele context geplaatst. ‘De klanken vanuit de verte,’ die ‘wij, Europese kinderen van de jaren vijftig’ hoorden waren niet pikzwart maar ‘lichtblauw’ en ‘alles ruimt vreemd en rozig: Amerika!’ en de ‘neefjes‘ van de ‘vermoeide’ Donald Duck durven zelfs ‘een ijsje’ op zijn ‘hoofd… uit te drukken! Zomaar een ijsje kapotduwen.’ Het was zo'n ingrijpend beeld dat Mak het een halve eeuw later als een uitgangspunt neemt voor een reisboek waarin hij ‘op zoek naar Amerika’ gaat. Illustrerend hieraan is niet dat  het ‘zomaar een ijsje kapotduwen’ grote hilariteit veroorzaakte in huize Mak, maar dat Geert Mak precies 50 jaar later nog na kan na gnuiven over het feit dat de anti-held Donald Duck, de ‘born loser,’ de eeuwige schlemiel die het goed bedoelt maar altijd achter het net blijft vissen, ‘zomaar,’ zonder eigen toedoen, een ‘ijsje’ op zijn ‘vermoeide’ eendenhoofd krijgt uitgedrukt. In al die tijd is de bestseller-auteur, die als ‘Amerikadeskundige’ een boek schreef voor een zo groot mogelijk publiek, niet op de gedachte gekomen om de kinderlijke archetypische beelden eens nader te onderzoeken, zoals onder andere intellectuelen als Dorfman & Mattelart deden In How To Read Donald Duck. Imperialist Ideology in the Disney Comic. Kennelijk is voor hem alleen het uiterlijk vertoon, het kinderlijke leedvermaak over oom Donald, het zogeheten onschuldige vermaak, relevant, en schuilt er voor hem niets meer achter. Net zoals voor hem de oorzaak van de obesitas epedimie in de VS alleen maar toe te schrijven is aan  teveel vet en zout in het eten. Waarom er teveel vet en zout wordt ingestopt blijft voor Mak onbelangrijk, net als de vraag waarom juist deze stripfiguren Disney tot een miljardenconcern hebben laten uitgroeien. Bovendien, waarom zou het Pinochet-regime How to Read Donald Duck op de brandstapel hebben laten gooien? Wat is er voor fascisten die door de VS aan de macht werden geholpen zo opruiend in dat geillustreerde boek? Toch niet het optreden van kwik, kwek en kwak? Waarom mocht Geert Mak’s Donald Duck in een ontwikkelingsland niet bekritiseerd worden? Dorfman en Mattelart schreven in 1975, na uit Chili te zijn gevlucht:

It was written in the middle of 1971, in the middle of the Chilean revolutionary process. Copper had been rescued, the land was being returned to the peasantry, the whole Chilean people were recovering the industries that during the twentieth century had been the means of enrichment for Mr. Rockefeller, Grace, Guggenheim, and Morgan. Because this process was intolerable to the United States government and its multinational corporations, it had to be stopped… To realize their objective, an ‘invisible blockade’ was imposed: credits were denied, spare parts purchased for industrial machinery were not sent, and later, the Chilean State Bank accounts in the U.S. were blocked, and an embargo preventing the sale of Chilean copper throughout the world was organized.
There were, however, two items which were not blocked: planes, tanks, ships and technical assistance for the Chilean armed forces; and magazines, TV serials, advertising, and public opinion polls for the Chilean mass media, which continued, for the most part, to be in the hands of the small group which was losing its privileges. To maintain them, with those of the U.S., their media prepared the climate for the bourgeois insurrection which finally materialized some years later on the 11th of September 1973. Each day, with expert U.S. advice, in each newspaper, each weekly, each monthly magazine, each news dispatch, each movie, and each comic book, their arsenal of psychological warfare was fortified. In the words of General Pinochet, the point was to ‘conquer the minds,’ while in the words of Donald Duck (in the magazine Disneylandia published in December 1971, coinciding with the first mass rallies of native fascism, the so called ‘march of the empty pots and pans’) the point was to ‘restore the king.’
But the people did not want the restoration of the king nor of the businessman. The popular Chilean cultural offensive, which accompanied the social and economic liberation, took multiple forms: wall paintings, popular papers, TV programs, motion pictures, theater, songs, literature. In all areas of human activity, with different degrees of intensity, the people expressed their will. Perhaps the most important arm of this offensive, was the work of the State Publishing House ‘Quimantú,’ a word meaning ‘Sunshine of Knowledge’ in the language of the native Chilean Mapuche Indians. In two and a half years it published five million books; twice the amount which had been published in all of Chile during the past seventy years.
Maar deze, in de terminologie van Geert Mak, ‘soft power’ die aansloot op wat de Chileense bevolking zelf wilde, werd door Washington gevreesd omdat het de ‘man in the street’ bewust maakte van zijn eigen macht en van de wijze waarop hij zijn rol kon veranderen. Het feit dat de geschiedenis door gewone mensen te beinvloeden is, wordt door Washington, overigens terecht, als een revolutionaire en dus gezag ondermijnende ontwikkeling gezien. Om Mak te citeren:
De Amerikaanse soft power is dan ook… nog altijd sterk aanwezig… Soft power is, in de kern, de overtuigingskracht van een staat, de kracht om het debat naar zich toe te trekken, om de agenda van de wereldpolitiek te bepalen.

Omdat Geert Mak het boek van de grote expert op het gebied van 'soft power' niet gelezen heeft, weet hij niet wat de gerenommeerde Amerikaanse emeritus hoogleraar Joseph Nye over dit begrip heeft geschreven en beseft hij niet hoe dit fenomeen daadwerkelijk in de praktijk werkt. 'Soft power' staat nooit los van militair geweld, zoals ondermeer blijkt uit het feit dat toen de Amerikaanse generaal Wesley Clark sprak over 'soft power' hij opmerkte 'it gave us an influence far beyond the hard edge of traditional balance-of-power politics.' Mak's ‘geheime liefde’ voor ‘Amerika’ belet hem te beseffen dat de ‘Amerikaanse soft power’ direct gekoppeld is aan het Amerikaanse geweld zodra die ‘soft power’ niet leidt tot de mogelijkheid ‘om de agenda van de wereldpolitiek’ te bepalen. Omdat de democratisch gekozen Allende-regering in de ogen van Kissinger cum suis letterlijk als een ‘virus’ werd gezien, moest de Chileense ‘soft power’ vernietigd worden door de ‘hard power.’  Nadat de kapitalistisch macht met massale arrestaties, martelingen en moord orde op zaken had gesteld kon de ‘soft power,’ net als vóór Allende, de zaak weer overnemen. David Kunzle, hoogleraar Kunstgeschiedenis, schreef in de introductie van de Engelstalige editie van How To Read Donald Duck dat dit geillustreerde boek ‘a most potent instrument’ was geworden in Latijns Amerika 'for the interpretation of bourgeois media in the Third World.’ Kunzle merkte op over het cultureel imperialisme:
Until 1970, Chili was completely in pawn to U.S. corporate interests; its foreign debt was the second highest per capita in the world. And even under the Popular Unity governement (met Allende als president svh), which initiated a peaceful road to socialism, it proved easier to nationalize copper than to free the mass media from the U.S. influence. The most popular TV channel in Chile imported about half its material from the U.S. (including FBI, Mission Impossible, Disneyland, etc.), and until June 1972, eighty percent of the films shown in the cinemas (Chile had virtually no native film industry) came from the U.S. The major chain of newspapers and magazines, including El Mercurio, was owned by Agustin Edwards, a Vice-President of Pepsi Cola, who also controlled many of the largest industrial corporations in Chile, while he was resident in Miami. With so much of the mass media serving conservative interests, the government of the Popular Unity tried to reach the people through certain alternative media, such as the poster, the mural and a new kind of comic book.

Over het Chileens dagblad El Mercurio, in bezit van de in de VS wonende Agustin Edwards, is het volgende bekend:
Role in 1973 coup d'état.  El Mercurio received funds from the CIA in the early 1970s to undermine the Socialist government of Salvador Allende, acting as a mouthpiece for anti-Allende propaganda. The paper played ‘a significant role in setting the stage for the military coup’ which took place on 11 September 1973, bringing General Pinochet to power.
Declassified documents that detail US interventions in Chile revealed the paper's role, and the extent of the paper’s cooperation with the CIA:
‘Throughout the 1960s, the CIA poured funds into Chile’s largest—and staunchly right-wing—newspaper, El Mercurio, putting reporters and editors on the payroll, writing articles and columns for placement and providing additional funds for operating expenses. After the paper’s owner, Agustín Edwards came to Washington in September 1970 to lobby Nixon for action against Allende, the CIA used El Mercurio as a key outlet for a massive propaganda campaign... Throughout Allende’s aborted tenure, the paper continued an unyielding campaign, running countless virulent, inflammatory articles and editorials exhorting opposition against—and at times even calling for the overthrow of—the Popular Unity government.‘
Support reached to the highest levels of the US government. When the paper requested significant funds for covert support in September 1971, ‘...in a rare example of presidential micromanagement of a covert operation, Nixon personally authorized the $700,000—and more if necessary—in covert funds to El Mercurio.’

Hoe belangrijk de beinvloeding van kinderen wordt beschouwd door de rechtse media blijkt uit het feit dat elke wezenlijk andere voorstelling van zaken dan de kapitalistische weergave ogenblikkelijk als een gevaarlijke bedreiging wordt gezien. Op 13 augustus 1971 gaf het hierboven genoemde conservatieve El Mercurio het volgende commentaar op de verschijning van How To Read Donald Duck en soortgelijke publicaties.
Among the the objectives pursued by the Popular Unity government appears to be the creation of a new mentality in the younger generation. In order to achieve this purpose, typical of all Marxist societies, the authorities are intervening in education and the advertising media and resorting to various expedients.
Persons responsible in the Government maintain that education shall be one of the means calculated to achieve this purpose. A severe critique is thus being instituted at this level against teaching methods, textbooks…
We register no surprise at the emphasis placed upon changing the mentality of school children, who in their immaturity can not detect the subtle ideological contraband to which they are being subject.
There are… other lines of access being forged to the juvenile mind, notably the magazines and publications which the State publishing house has just launched, under literary mentors both Chilean and foreign…

Deze concurrentie, die een ander beeld gaf van de kapitalistische werkelijkheid, was volstrekt onacceptabel voor de economische macht in Chili en de VS en moest zo snel mogelijk met geweld de kop in worden gedrukt. De ‘soft power,’ in de terminologie van onze mainstream-opiniemaker ‘de overtuigingskracht om het debat naar zich toe te trekken, om de agenda van de wereldpolitiek te bepalen,’ moest in handen blijven van het kapitalistische ‘Amerika.’  En om te voorkomen dat die ‘Amerikaanse soft power,’ die volgens Mak ‘nog altijd sterk aanwezig [is]’ serieus wordt geanalyseerd in de neerslag van zijn zoektocht ‘naar Amerika,’ beperkt hij zich tot zijn eigen jaren vijftig ervaring. Zijn lezers hoeven alleen maar zijn persoonlijke reactie te weten op ‘de neefjes,' die het ‘[zelfs] wagen om een ijsje op het hoofd van hun vermoeide oom uit te drukken! Zomaar een ijsje kapotduwen!’  De miljardenindustrie van Disney is niet dan kinderlijk leedvermaak over die onnozele eend die ‘by definition clumsy and careless is,’ en die ‘always [is] getting the boot,’ zoals Dorfman en Mattelart terecht opmerken. De westerse mainstream is niet in staat meer te zien dan de eigen navel. Geen enkel moment zal Mak zich afvragen waarom in bijvoorbeeld 1971 het door de CIA gefinancierde Chileense dagblad El Mercurio in een comentaar liet weten dat:
It should be stressed that not even the vehicles of juvenile recreation and amusement are exempt from this process, which aims to diminish the popularity of consecrated characters of world literature, and at the same time replace them with new models cooked up by the Popular Unity propaganda experts,
waarbij ik voor alle duidelijkheid vermeld dat de ‘consecrated characters of world literature,’ naar wie El Mercurio verwijst, Donald Duck, Mickey Mouse en al die andere stripfiguren van Disney’s ‘world literature’ zijn. Bovendien suggereert El Mercurio dat Disney's ‘juvenile recreation and amusement’ geen propaganda zijn voor een bepaald en wereldbeeld, maar alleen ‘onschuldig vermaak’ is dat hooguit een gnuivende reactie kan oproepen wanneer kwik, kwek en kwak weer eens ‘een ijsje op het hoofd van hun vermoeide oom uit drukken!’ met uitroepteken. ‘Zomaar een ijsje kapotduwen.’ Morgen meer daarover.
