Everyone knows about the military-industrial complex, which, in his farewell address, President Eisenhower warned had the potential to 'endanger our liberties or democratic process' but have you heard of the 'Deep State?'

Mike Lofgren, a former GOP congressional staff member with the powerful House and Senate Budget Committees, joins Bill to talk about what he calls the Deep State, a hybrid of corporate America and the national security state, which is 'out of control' and 'unconstrained.' In it, Lofgren says, elected and unelected figures collude to protect and serve powerful vested interests. 'It is … the red thread that runs through the history of the last three decades. It is how we had deregulation, financialization of the economy, the Wall Street bust, the erosion or our civil liberties and perpetual war,' Lofgren tells Bill.

Lofgren says the Deep State’s heart lies in Washington, DC, but its tentacles reach out to Wall Street, which Lofgren describes as 'the ultimate backstop to the whole operation,' Silicon Valley and over 400,000 contractors, private citizens who have top-secret security clearances. Like any other bureaucracy, it’s groupthink that drives the Deep State.

There is the visible government situated around the Mall in Washington, and then there is another, more shadowy, more indefinable government that is not explained in Civics 101 or observable to tourists at the White House or the Capitol. The former is traditional Washington partisan politics: the tip of the iceberg that a public watching C-SPAN sees daily and which is theoretically controllable via elections. The subsurface part of the iceberg I shall call the Deep State, which operates according to its own compass heading regardless of who is formally in power.

Niemand die ooit een Amerikaanse verkiezingscampagne van nabij heeft meegemaakt… zal licht denken over het vitale karakter van de Amerikaanse democratie,

aldus Gert Mak in zijn boek Reizen zonder John. Op zoek naar Amerika (2012), waarin hij voorts tevreden meldde:

De Amerikaanse diplomaten horen tot de beste ter wereld, het land beschikt over voortreffelijke informatiesystemen, het leger kent geen grenzen, de universiteiten en het State Department beschikken over briljante strategen en politieke analisten, het Amerikaanse bedrijfsleven opereert over de hele aardbol.

Hoe verhoudt het 'vitale karakter van de Amerikaanse democratie' waarbij de volksvertegenwoordiging de koers van de natie bepaalt zich met de 'Deep State, which operates according to its own compass heading regardless of who is formally in power'? Het antwoord is simpel: totaal niet! Mak's bewering is de bekende mainstream leugen die bijna niemand meer gelooft, terwijl Lofgren's visie gebaseerd is op de werkelijkheid, zoals hij die van zeer nabij heeft waargenomen. Geert Mak is een propagandist van de neoliberale westerse macht, Mike Lofgren is daarentegen een democratische burger die niets te verliezen heeft. Geert Mak is miljonair, Mike Lofgren niet. Geert Mak is vanwege zijn onschatbare waarde voor het neoliberalisme door de Franse staat verheven tot 'Ridder van het Légion d'honneur,' Mike Lofgren niet. Geert Mak is een jurist, Mike Lofgren daarentegen een historicus, en tenslotte: Mike Lofgren is politiek 'rechts,' Geert Mak is politiek 'links.'

De vraag is onvermijdelijk: wat is het wezenlijke verschil tussen Geert Mak en Mike Lofgren? Waarom wijken de beweringen van Geert Mak uit het Friese Bartlehiem fundamenteel af van Mike Lofgren's ervaringen in Washington D.C.? Om met de laatste vraag te beginnen:

He retired in May 2011 after 28 years as a Congressional staff member… Lofgren has a B.A. and M.A. in history from the University of Akron. He was awarded a Fulbright Scholarship to study European history at the University of Bern and the University of Basel in Switzerland. He also completed the strategy and policy curriculum at the Naval War College… Lofgren began his legislative career as a military legislative assistant to then Republican House representative John Kasich in 1983. In 1994, he was a professional staff member of the Readiness Subcommittee of the House Armed Services Committee… Lofgren began his legislative career as a military legislative assistant to then Republican House representative John Kasich in 1983. In 1994, he was a professional staff member of the Readiness Subcommittee of the House Armed Services Committee… From 1995 to 2004, he was budget analyst for national security on the majority staff of the House Budget Committee. From 2005 until his retirement in 2011, Lofgren was the chief analyst for military spending on the Senate Budget Committee.

Kort samengevat: Mike Lofgren is een Amerikaanse historicus die geschoold is in het geopolitiek denken en vanuit eigen ervaring weet wat de ware economische en politieke drijfveren zijn van een  grootmacht. 

Geert Ludzer Mak (Vlaardingen, 4 december 1946) is een Nederlands jurist, journalist en auteur… Mak werd geboren als nakomertje van de gereformeerde dominee Catrinus Mak en Geertje van der Molen, in een gezin dat toen reeds zeven zielen telde. Hij groeide op in Hardegarijp, en volgde het Gereformeerd Gymnasium te Leeuwarden. In 1966 begon hij aan een studie staatsrecht en rechtssociologie aan de Vrije Universiteit te Amsterdam, om in 1967 over te stappen naar de Universiteit van Amsterdam. In zijn studententijd werkte hij als fractiemedewerker bij de Pacifistisch Socialistische Partij.
Na het behalen van zijn diploma in 1972 werd hij in 1973 docent staats- en vreemdelingenrecht aan de Universiteit Utrecht. Vanaf 1975 tot 1985 was hij redacteur van De Groene Amsterdammer, daarna was hij verbonden aan NRC Handelsblad en de buitenlandredactie van VPRO-radio. In de jaren negentig werd hij fulltime schrijver.

Kort samengevat: Geert Mak is een Nederlandse jurist die als zoon van een plattelands dominee in Den Haag geschoold werd in het poldermodel-denken en vervolgens als journalist in staat was voor zowel de neoliberale spreekbuis de NRC te werken als voor de libertaire VPRO


Het verschil is markant: in tegenstelling tot Lofgren spreekt Mak niet uit ervaring over machtsdenken; zijn drijfveer is niet het verkrijgen van inzicht in realpolitik, maar de 'hoop' dat het ooit beter wordt. Voor hem speelt het feit dat een ander 'veel dingen scherper en eerder [ziet]' geen doorslaggevende rol, om de simpele reden dat 'Ik niet zonder hoop [kan], Stan, dat klinkt misschien wat pathetisch, maar het is toch zo.' En dus wordt een gerenommeerde Europese intellectueel als Hans Magnus Enzensberger door Mak afgedaan als een ‘grumpy old,’ man die ‘alles heeft opgegeven’ omdat hij zijn lezers ondermeer erop had gewezen dat

In de ogen van haar pleitbezorgers het lot niet, zoals Napoleon nog dacht, door de politiek, maar door de economie wordt bepaald. Die presenteert zichzelf als een hogere macht die door niets wordt tegengehouden, en zeker niet door de eeuwenoude tradities, mentaliteiten en constituties van de Europese landen

Het gaat de Nederlandse opiniemaker niet om de werkelijkheid, maar om de wensdroom. Zijn motief komt voort uit zijn
  
geloof in een genadige God. Dat is heel belangrijk: een milde, liefdevolle God. En dat je die genade overbrengt op je medemensen, dat je deel uitmaakt van een gemeenschap die de hele wereld omvat, dat er lijnen lopen tussen andere mensen en jou en tussen jou en God.

De miljonair Geert Mak verliest daarbij natuurlijk nooit de eigen portemonnaie uit het oog; als ware Nederlander is hij afwisselend dominee en koopman, al naar gelang de situatie. Ook als koopman zal hij niet het achterste van zijn tong laten zien, aangezien dit zijn handel in gevaar kan brengen. Het probleem met dit soort publieke figuren is dat ze enerzijds niet kunnen bogen op doorleefde ervaringen en anderzijds dat hun theoretische modellen uitgaan van een economische, maatschappelijke en politieke leugen. Mak gelooft in datgene waarin hij wil, beter nog, moet geloven, om zijn imago en inkomen, en daarmee zijn identiteit, veilig te stellen.  Afkomstig uit kringen van gereformeerde 'kleyne luyden,' een milieu dat nooit deel uitmaakte van de Hollandse regenten-oligarchie, mist hij daarnaast de ervaring om te weten hoe de macht werkelijk denkt en functioneert. En tenslotte ontbreekt hem de verbeeldingskracht om zich te verplaatsen in de positie van de macht om te begrijpen wat haar ware motieven zijn. En dus kan Geert Mak zonder enige terughoudendheid beweren dat 

het beter is voor Nederland en de internationale gemeenschap dat Obama de verkiezingen wint.

Tegelijkertijd beweert hij opiniemaker Mak met evenveel stelligheid dat 

‘ook Obama… [corrupt is],’ en ‘ook hij vuile handen [heeft],’ en dat hij ‘vanuit het oogpunt van een rechtsstaat buitengewoon schadelijk’ optreedt, terwijl hetzelfde geldt ‘vanuit het oogpunt van’ de internationale rechtsorde. Desondanks  beweert Mak in het boek, waarin hij claimt Op zoek naar Amerika te zijn, dat de VS ‘decennialang als ordebewaker en politieagent’ functioneerde. Met andere woorden: zijn publiek verneemt dat de ‘vitale… democratie’ in de VS tot op het bot ‘corrupt,’ is, maar dat het desalniettemin toch goed is dat  de ‘soft power’ van Washington ‘nog altijd sterk aanwezig’ is, dat wil zeggen, ‘de kracht om… de agenda van de wereldpolitiek te bepalen.’ Mak’s chaos van opinies en halve waarheden dwingt grote waardering af bij corrupte autoriteiten én zijn lethargisch publiek dat, nota bene volgens Mak zelf, pas’ iets heeft ‘opgemerkt als het te laat is.’ Het feit dat hij als bestseller-auteur in Nederland een populaire hedendaagse geschiedschrijver is, illustreert het feit hoever de polder is afgedreven van de werkelijkheid zoals die beschreven wordt door ondermeer de Republikein Mike Lofgren: 

Despite this apparent impotence, President Obama can liquidate American citizens without due processes, detain prisoners indefinitely without charge, conduct dragnet surveillance on the American people without judicial warrant and engage in unprecedented — at least since the McCarthy era — witch hunts against federal employees (the so-called “Insider Threat Program”). Within the United States, this power is characterized by massive displays of intimidating force by militarized federal, state and local law enforcement. Abroad, President Obama can start wars at will and engage in virtually any other activity whatsoever without so much as a by-your-leave from Congress, such as arranging the forced landing of a plane carrying a sovereign head of state over foreign territory…


These are not isolated instances of a contradiction; they have been so pervasive that they tend to be disregarded as background noise. During the time in 2011 when political warfare over the debt ceiling was beginning to paralyze the business of governance in Washington, the United States government somehow summoned the resources to overthrow Muammar Ghaddafi’s regime in Libya, and, when the instability created by that coup spilled over into Mali, provide overt and covert assistance to French intervention there. At a time when there was heated debate about continuing meat inspections and civilian air traffic control because of the budget crisis, our government was somehow able to commit $115 million to keeping a civil war going in Syria and to pay at least £100m to the United Kingdom’s Government Communications Headquarters to buy influence over and access to that country’s intelligence. Since 2007, two bridges carrying interstate highways have collapsed due to inadequate maintenance of infrastructure, one killing 13 people. During that same period of time, the government spent $1.7 billion constructing a building in Utah that is the size of 17 football fields. This mammoth structure is intended to allow the National Security Agency to store a yottabyte of information, the largest numerical designator computer scientists have coined. A yottabyte is equal to 500 quintillion pages of text. They need that much storage to archive every single trace of your electronic life.

Yes, there is another government concealed behind the one that is visible at either end of Pennsylvania Avenue, a hybrid entity of public and private institutions ruling the country according to consistent patterns in season and out, connected to, but only intermittently controlled by, the visible state whose leaders we choose. My analysis of this phenomenon is not an exposé of a secret, conspiratorial cabal; the state within a state is hiding mostly in plain sight, and its operators mainly act in the light of day. Nor can this other government be accurately termed an 'establishment.' All complex societies have an establishment, a social network committed to its own enrichment and perpetuation. In terms of its scope, financial resources and sheer global reach, the American hybrid state, the Deep State, is in a class by itself. That said, it is neither omniscient nor invincible. The institution is not so much sinister (although it has highly sinister aspects) as it is relentlessly well entrenched. Far from being invincible, its failures, such as those in Iraq, Afghanistan and Libya, are routine enough that it is only the Deep State’s protectiveness towards its higher-ranking personnel that allows them to escape the consequences of their frequent ineptitude.

How did I come to write an analysis of the Deep State, and why am I equipped to write it? As a congressional staff member for 28 years specializing in national security and possessing a top secret security clearance, I was at least on the fringes of the world I am describing, if neither totally in it by virtue of full membership nor of it by psychological disposition. But, like virtually every employed person, I became, to some extent, assimilated into the culture of the institution I worked for, and only by slow degrees, starting before the invasion of Iraq, did I begin fundamentally to question the reasons of state that motivate the people who are, to quote George W. Bush, 'the deciders.'

Cultural assimilation is partly a matter of what psychologist Irving L. Janis  called 'groupthink,' the chameleon-like ability of people to adopt the views of their superiors and peers. This syndrome is endemic to Washington: The town is characterized by sudden fads, be it negotiating biennial budgeting, making grand bargains or invading countries. Then, after a while, all the town’s cool kids drop those ideas as if they were radioactive. As in the military, everybody has to get on board with the mission, and questioning it is not a career-enhancing move. The universe of people who will critically examine the goings-on at the institutions they work for is always going to be a small one. As Upton Sinclair said, 'It is difficult to get a man to understand something when his salary depends upon his not understanding it.'

De Nederlandse samenleving is ernstig in de war, en degenen die doorgaan voor wat Henk Hofland de 'politiek-literaire elite' betitelt, waar 'een natie niet zonder [kan],' zijn evenzeer het spoor bijster. Al decennialang bevestigt de Hollandse intelligentsia elkaar's onnozelheden. Het is een kleine, vooral intellectueel gecorrumpeerde club die geen signalen meer opvangt uit de buitenwereld. En straks als het te laat is, zal ze nog steeds aan het woord worden gelaten, al was het maar omdat de polder-intelligentsia schaamteloos is. Meer later over de vraag wat het wezenlijke verschil tussen Geert Mak en Mike Lofgren is. En over de vraag hoe het kan dat in Mak's 'vitale... democratie' de helft van de Amerikaanse Senatoren miljonair is?
