Vluchtelingenstroom 64

Rome lived on its principal till ruin stared it in the face. Industry is the only true source of wealth, and there was no industry in Rome. By day the Ostia road was crowded with carts and muleteers, carrying to the great city the silks and spices of the East, the marble of Asia Minor, the timber of the Atlas, the grain of Africa and Egypt; and the carts brought out nothing but loads of dung. That was their return cargo.
Winwood Reade. The Martyrdom of Man. 1871

Zijn boek The Deep State. The Fall of the Constitution and the Rise of a Shadow Government (2016) begint de Amerikaanse auteur Mike Lofgren, die 28 jaar als 'senior analyst on the House and Senate budget committees,' werkte met de volgende beschrijving:

For twenty-eight years I was a congressional employee with an interesting and challenging but by no means remarkable career on Capitol Hill as a staff member and national defense analyst for the House and Senate budget committees. I began my tenure as a mainstream Republican in the early days of the Reagan presidency. By the end of my career I considered myself a resolute nonpartisan, and increasingly viewed all political ideologies as mental and emotional crutches, or substitute religions: for leaders, a means of manipulating attitudes and behaviors; for the rank and file, a lazy surrogate for problem solving and a way of fulfilling the craving to belong to something bigger than oneself.

My first perception of this ideological syndrome came in the mid-1990s, when Republicans had taken over the majority in the House of Representatives for the first time in forty years. It was an exciting time, to be sure, but a tumultuous one. Speaker of the House Newt Gingrich, the Robespierre (meedogenloze politieke voorman ten tijde van de Franse revolutie. svh) of the Republican revolution, employed chaos, polarization, and scapegoating as the means of carrying out a divide-and-rule strategy. It worked for a time, but I saw in retrospect that it was a technique that crippled the legislative branch so that it could no longer work effectively. It did not help that many Republican congressmen were too busy lasciviously (wellustig. svh) ogling (lonken. svh) the sordid details of Kenneth Starr's report on the Monica Lewinsky affair to notice that an obscure extremist group called al-Qaeda had blown up two of our embassies in Africa.

The real wake-up call for me came during that surreal period between the terrorist attacks of September 11, 2001, and the invasion of Iraq in March 2003. If there was any point in our post-World War II history that called for careful analysis of the facts and rational responses that would serve the nation's long-term security interests, this was surely it.

Instead, a clique of neoconservative ideologues both inside and outside the George W. Bush administration, abetted (gesteund. svh) at every step by the mainstream news media, acted as carnival barkers (ziekelijke narcistische sukkels. svh) for the most destructive and self-defeating policies since Vietnam, and maybe since the eve of the Civil War. A majority of politicians on Capitol Hill, along with a sizable portion of the American people, ambled around like sleepwalkers on the edge of a precipice, unaware of the danger the ideologues were luring them into. When the House Administration Committee instructed the institution's cafeterias to rename French fries 'freedom fries' because the government in Paris stubbornly remained unmesmerized by the Bush administration's arguments for war in the Middle East, I recognized that the People's House had hit intellectual rock bottom.

Still, I told whoever would listen that the 'slam dunk' (kat in 't bakkie. svh) evidence of Saddam Hussein's weapons of mass destruction was weak and that by invading Iraq the United States might be purchasing its very own West Bank on steroids — not that my objections changed anyone's mind. Later, when the invoices (facturen. svh) began to pile up — the total bill for Iraq summed up to a nice, round one trillion (een biljoen. svh) dollars, excluding debt service — I attempted, from my position on the Budget Committee, to reconcile this extravagance, as much as the numbers would allow, with the rote (almaar herhaalde. svh) statements of representatives and senators that deficit spending was a sign of an out-of-control government and a national moral blot that would impoverish our children.

Parallel to these developments, the American economy was mutating into a casino with a tilted wheel. Ably assisted by politicians, whom I began to see less and less as leaders and more and more as corporate errand boys, the titans of Wall Street constructed a heads-I-win-tails-you-lose economic system based on Ponzi schemes, asset stripping, and rent extraction. The inevitable result was the economic meltdown of 2008. The eventual solution to that catastrophe was not national reconstruction but a bailout of the financial institutions that had caused the disaster in the first place. They soon returned to record profitability and market dominance as the rest of the country experienced the slowest recovery since the Great Depression.

The twin shocks of 9/11 and the Great Recession seem mentally to have unhinged a portion of the American people and much of the political class,

the big story of our time. It is the red thread that runs through the war on terrorism and the militarization of foreign policy, the financialization and deindustrialization of the American economy, the rise of a plutocratic social structure that has given us the most unequal society in almost a century, and the political dysfunction that has paralyzed day-to-day governance.

What are the major issues for publics and the key troubles of private individuals in our time? To formulate issues and troubles, we must ask what values are cherished yet threatened, and what values are cherished and supported, by the characterizing trends of our period. In the case both of threat and of support we must ask what salient (in het oog springende. svh)contradictions of structure may be involved.

When people cherish some set of values and do not feel any threat to them, they experience well-being. When they cherish values but do feel them to be threatened, they experience a crisis — either as a personal trouble or as a public issue. And if all their values seem involved, they feel the total threat of all their values seem involved, they feel the total threat of panic.

But suppose people are neither aware of any cherished values nor experience any threat? That is the experience of indifference, which, if it seems to involve all their values, becomes apathy. Suppose, finally, they are unaware of any cherished values, but still are very much aware of a threat? That is the experience of uneasiness, of anxiety, which, if it is total enough, becomes a deadly unspecified malaise.

Ours is a time of uneasiness and indifference — not yet formulated in such ways as to permit the work of reason and the play of sensibility. Instead of troubles — defined in termes of values and threats — there is often the misery of vague uneasiness; instead of explicit issues there is often merely the beat feeling that all is somehow not right. Neither the values threatened nor whatever threatens them has been stated; in short, they have not been carried to the point of decision.

Back in private life, I wrote about the rightward lurch of the Republican Party and the intractable gridlock on the Hill in a book titled The Party Is Over: How Republicans Went Crazy, Democrats Became Useless, and the idle Class Got Shafted…

Shortly after finishing the book, I began to feel that I had dealt with the symptoms — lurid (vreselijke. svh) symptoms, to be sure — rather than fundamental causes. Diseases always manifest themselves as symptoms, but these should not be confused within the underlying cause of the malady. America's politics were broken, but so were its economic engine and its supposedly bipartisan foreign policy. Social indicators of human development such as life expectancy and maternal mortality showed that America was slipping in comparison with other developed countries. Economic inequality was growing. Infrastructure was getting rickety (gammel. svh). Educational policy was confused and ineffectual. The Tea Party, as gaudy and irrational as its anger might be, was merely one among several warning signs of a deep-seated dysfunction in the way American society was run at the very top.

Anyone who has spent time on Capitol Hill will occasionally get the feeling when watching debates in the House or Senate chambers that he or she is seeing a kind of marionette theater, with members of Congress reading carefully vetted (gecontroleerde. svh) talking points about prefabricated issues. This impression was particularly strong both in the run-up to the Iraq War and later, during the mock deliberations over funding that ongoing debacle. While the public is now aware of the disproportionate influence of powerful corporations over Washington, best exemplified by the judicial travesty known as the 'Citizens United' decision, few fully appreciate that the United States has in the last several decades gradually undergone a process first identified by Aristotle and later championed by Machiavelli that the journalist Edward Peter Garrett described in the 1930s as a 'revolution within the form.' Our venerable institutions of government have outwardly remained the same, but they have grown more and more resistant tot the popular will as they have become hardwired into a corporate and private influence network with almost unlimited cash to enforce its will.

nation which asks nothing of its government but the maintenance of order is already a slave at heart — the slave of its well-being, awaiting but the hand that will bind it.

By such a nation, the despotism of faction is not less to be dreaded than the despotism of an individual. When the bulk of the community are engrossed by private concerns, the smallest parties need not despair of getting the upper hand in public affairs. At such times, it is not rare to see upon the great stage of the world, as we see at our theaters, a multitude represented by a few players, who alone speak in the name of an absent or inattentive crowd: they alone are in action, whilst all others are stationary; they regulate everything by their own caprice; they change the laws, and tyrannize at will over the manners of the country; and then men wonder to see into how small a number of weak and worthless hands a great people may fall.

In The Short American Century. Luce, was 'the most influential private citizen in the America of his day,' en

launched and closely supervised a stable of magazines that transformed journalism and the reading habits of upscale Americans. Time summarized and interpreted the week's news; Life was a picture magazine of politics, culture, and society that dominated American visual perceptions in the era before television; Fortune explored in depth the economy and the world of business, introducing to executives avant-garde ideas such as Keynesianism; and Sports Illustrated explored the motivations and strategies of sports teams and key players. Counting his radio projects and newsreels, Luce created the first multimedia corporation. He was born in China to missionary parents. He envisaged that the United States would achieve world hegemony…

Bacevich stelt nu:

The decline and eventual collapse of the Soviet Empire — interpreted in Washington as vindicating and renewing the American Century  — disguised the significance of these developments. As the Cold War wound down, politicians and pundits vied with one another to replicate Luce's earlier feat, attempting to capture in a single phrase what 'victory' over communisme signified. In a tacit salute to Luce, the most ardent exponents of deploying U.S. power 'for such purposes as we see fit and by such means as we see fit' called their enterprise simply the Project for a New American Century (PNAC). While PNAC agitated for the more aggressive use of U.S. military muscle (thought to be unassailable), the advocates of globalization (said to guarantee wealth generation on a scale without precedent) unleashed rhetorical flourishes that would have made Luce himself blush. Few observers paid much attention to the fact that when the United States now employed armed force, it rarely achieved decisive results, or that globalization, while making some people very rich indeed, found many ordinary Americans left behind and hurting.

Rather than deflating this post-Cold War triumphalism, the events of September 11, 2001, had precisely the opposite effect. After 9/11, President George W. Bush launched an all-out effort to realize the American Century throughout the Islamic world, articulating his aims with a religious fervor that outdid Luce himself. To eliminate the conditions giving rise to violent jihadism, Bush vowed to transform the entire Greater Middle East. Making an end to evil: that defined the nation's purpose. Waging open-ended war on a global scale: that defined its chosen means…

Without giving up on war, U.S. military and political leaders gave up on victory. Rather than transforming the Middle East, simply extricating the United States from Iraq with some semblance of dignity now became the Bush administration's ranking priority. Perhaps worse, the economy went into a tailspin, producing a crisis not seen since the Great Depression of the 1930s. For its part, PNAC quietly closed up shop.

Put simply, the conditions that once lent plausibility to visions of an American Century had ceased to exist…

Whether the hedonistic consumer-oriented definition of freedom that America represented was sustainable or even desirable was itself becoming the subject of debate.

Politicians and ideologues insisted otherwise, continuing to identify themselves with Luce's dream. As a candidate for the presidency, for example, Senator Barack Obama summoned his followers 'to unite in common purpose, to make this century the next American century.' Yet this was akin to promising that world peace or a cure for cancer lies just around the corner: a pleasant thought with little basis in reality. Were there any doubts in that regard, the disappointments associated with Obama's own presidency soon quashed them. Economic stagnation, high unemployment, trillion-dollar deficits, deep-seated political dysfunction, and the perpetuation (even expansion) of costly, inchoate (embryonale svh) armed conflicts did not herald the dawn of a new era of American dominion. In short, by the time the seventieth anniversary of Luce's famous essay rolled around in 2011, the gap between what he had summoned Americans to do back in 1941 and what they were actually willing or able to do had become unbridgeable.

The era of wishful thinking was drawing to a close. Contemplating the implications of President Obama's decision to begin withdrawing U. S. troops from Afghanistan during the summer of 2011, Washington Post columnist Richard Cohen observed that 'the American Century just ended.' For Cohen, the president's announcement marked a watershed. 'We are not Henry Luce's America,' he wrote, 'not because we no longer want to be, but because we no longer can be.'

Military Academy ondubbelzinnig: 'I believe in American exceptionalism with every fiber of my being.' En ook op 2 april 2012 liet Obama weten:

It’s worth noting that I first arrived on the national stage with a speech at the Democratic Convention that was entirely about American exceptionalism, and that my entire career has been a testimony to American exceptionalism.

One thing Barack Obama and Mitt Romney seem to have in common these days is an appreciation for the neoconservative historian Robert Kagan.

Wie Robert Kagan is, kunt u hieronder in een recensie in dezelfde Times lezen:

THE WORLD AMERICA MADE

By Robert Kagan

149 pages. Alfred A. Knopf. $21.

The Romney campaign has retained Mr. Kagan as a foreign-policy adviser, and according to news reports, President Obama has read and been influenced by a recent Kagan essay in The New Republic, which addresses 'the myth of American decline' and underscores the importance of the United States’ maintaining its 'global responsibilities.'

Mr. Kagan’s sometimes shaky reasoning is combined with a failure to grapple convincingly with crucial problems facing America today, the very problems that observers who worry about American decline have cited as clear and present dangers, including political gridlock at home, falling education scores, lowered social mobility and most important, a ballooning deficit. […]

Mr. Kagan hops and skips around such issues, placing way more emphasis on the military aspects of power as a measure of a country’s health and global sway. For instance, of the burgeoning financial clout of China — which already holds more than $1 trillion in United States debt — Mr. Kagan asserts that it has implications for American power in the future 'only insofar as the Chinese translate enough of their growing economic strength into military strength.' […]

This volume is peppered with vague lines like 'many believe that wars among the great powers are no longer possible,' or 'it is a common perception today that the international free market system is simply a natural stage in the evolution of the global economy.'

Tenslotte dit:

Robert Kagan... was a co-founder of the Project for the New American Century. More recently, his book The World America Made has been publicly endorsed by US President Barack Obama, and its theme was referenced in his 2012 State of the Union Address

De New York Times-recensente Michiko Kakutani, 'an American Pulitzer Prize-winning critic for The New York Times,' en 'considered a leading literary critic in the United States' schreef over de schrijfstijl van Robert Kagan dat die wordt gekenmerkt door een 'condescending tone, along with sometimes less than coherent reasoning,' die 'make readers ponder the curious development that it happens to be this historian who’s recently found public favor in both the Obama and Romney camps.'

Let’s be clear: assistant secretary of state for European affairs Victoria Nuland (she of 'Fuck the EU' fame), remained in place along with Robert Gates, David Petraeus, and CIA apparatchik John Brennan. Nuland’s husband, former Reagan administration official Robert Kagan, (himself an architect the Project for the New American Century, or PNAC),  was the first to call for destabilization of unwelcome regimes in Iraq.  That Obama has allowed such neocon cockroaches to fatten themselves in the foreign-policy apparatus of his administration may prove to be the most unwelcome and  far-reaching accomplishment of his administration.
